Victim of Delray dog mauling award millions Palm Beach Post Staff Report Thursday, June 07, 2007 A former Delray Beach woman who was mauled nearly five years ago by a neighbor's two Rottweiler mixes won a $3.76 million verdict against the city and the neighbor today. Marguene St. Juste was walking home when the dogs escaped from their yard at 615 N.E. Third Ave. and jumped on her, ripping into her arms, stomach and face. Keli Nowling, the dogs' owner, voluntarily signed papers giving county officials permission to destroy them after the attack. A jury found the city of Delray Beach 60 percent responsible and Nowling 40 percent for St. Juste's injuries. Nowling, who longer lives in Palm Beach County, was not in the courtroom, nor was she represented by an attorney. The city plans to appeal the jury's decision. Even if the verdict is upheld on appeal, St. Juste will have to seek legislative approval to receive the entire jury award. Cities in Florida have sovereign immunity and are exempt from judgments larger than $100,000. St. Juste and her family now live in Lantana.
