Representative Mike Huebsch says a recent ruling to award a malpractice victim 1.2 million bucks is a sure sign the state is now stuck with an activist court. The West Salem republican points out that the court isn't supposed to reverse itself unless there's significant new information or facts. Which isn't the case here according to Huebsch. Governor Doyle replaced conservative Justice Diane Sykes with liberal Louis Butler. That's why the court didn't follow caps set just eighteen months ago says Huebsch.
